Phased implementation of Washington’s law requiring hospitals to report compliance with meal and rest break requirements for covered employees began in 2024. Urban/system (Track A) hospitals have been submitting quarterly compliance reports since October 2024. Reporting requirements are now expanding to include all acute care hospitals in Washington.
Independent rural and critical access (Track B) must submit their first quarterly meal and rest break compliance report, covering July 1 through Sept. 30, 2026 to L&I by Oct. 30, 2026.
In addition, beginning July 1, 2026, L&I will assess civil penalties for urban/system (Track A) hospitals that report quarterly meal and rest break compliance below 80% of the time across the hospital. Penalties for Track B hospitals will begin July 1, 2028.
