SEATTLE — Each year, the Washington State Hospital Association (WSHA) honors individuals who embody the visionary leadership, dedication and spirit of the late Joe Hopkins, a pioneer in rural health care advocacy. Three Rivers Hospital’s CEO Scott Graham received the prestigious award in 2025 for his decades of service in support of rural health care.
Graham has served as a leader in rural health care for more than two decades, modeling servant leadership to support colleagues, communities and healthcare systems across Washington. He chaired and currently still serves on WSHA’s Rural Hospital Committee, including an extended term during the COVID-19 pandemic, and led statewide conversations to help rural leaders weather tough challenges. His service in WSHA governance extends to the Clinical Excellence Committee where he is also a current member.

Under Graham’s leadership, Three Rivers Hospital navigated difficult financial times while staying focused on community needs. Through a culture of teamwork and appreciation for healthcare workers, Graham built a supporting and empowering environment for staff.
“Scott’s leadership has profoundly shaped our organization and rural health care in Washington,” said Three Rivers Hospital Chief Operating Officer Jamie Boyer. “Scott is champion for the underserved and a driving force behind our culture of respect and innovation.”
Beyond his role at Three Rivers, Graham’s spirit and thoughtful approach have made him a trusted voice in discussions with the Health Care Authority, CMS and other agencies working to improve rural payment models.
