WSHA and AWPHD Report on 2022 Lobbying Expenses for Adjusting Medicare Cost Reports

The Medicare Provider Reimbursement Manual requires hospitals to adjust their Medicare cost reports to deduct the portion of association dues related to lobbying expenses. WSHA and AWPHD recently calculated and is informing WSHA and AWPHD members of the proportion of membership dues used for lobbying purposes for calendar year 2022. Please share this information with hospital staff responsible for completion of Medicare cost reports.

For calendar year 2022, the Washington State Hospital Association (WSHA) determined 29.5 percent of its membership dues were expended in activities that meet the Medicare definition of lobbying. For hospitals that need to separately report the proportion of dues used for federal lobbying, that percentage is 2.9%.  ­­­For the Association of Washington Public Hospital Districts (AWPHD), 16.5 percent of its membership dues for calendar year 2022 were used for lobbying activities.
