WSHA provides draft of comments to OIC on gold carding

WSHA is providing its members a draft version of the comments it will be submitting to the Office of the Insurance Commissioner in response to the OIC’s notice of rulemaking related to alternative authorization processes, sometimes known as gold carding. Comments are due to the OIC by August 18. WSHA encourages interested member hospitals to submit their own comments and examples. See our previous Fiscal Watch article for more information on how to submit comments.

The rulemaking applies to arrangements where health carriers and providers agree to implement an expedited alternative authorization process when a provider demonstrates its provision of the service meets the carrier’s clinical and pre-service requirements. WSHA is concerned the rulemaking will discourage the development of such innovative arrangements that reduce burden and improve patient care. We understand other health care organizations, including WSMA and some carriers, plan to express similar concerns. (Andrew Busz, andrewb@wsha.org)
