Health Care Authority submits 2018 supplemental budget requests

The Health Care Authority’s 2018 supplemental budget decision packages are out. These requests will be considered for inclusion in the Governor’s proposed budget to be released in December.  We were pleased to see that hospital-based clinic cuts were not in the decision package. WSHA will be closely monitoring a number of these issues. Highlights from the decision package impacting hospitals include:

  • CPE DSH adjustment request reflects additional state funding for hold harmless grant payments for public hospitals participating in the Certified Public Expenditure program and reduction to federal Medicaid Disproportionate Share Hospital funded payments. Impacted hospitals have been notified by WSHA/AWPHD.
  • Hospital safety net assessment appropriation adjustments to align with expected enrollment and expenditures under the Hospital Safety Net Assessment Program. These changes are budget neutral to hospitals participating in the program.  

Restoration for unrealized savings from Healthier Washington, single preferred drug list and managed care dental. HCA is requesting $100 million state funds and $168 million federal funds to restore portions of assumed savings that are not expected to be realized during state fiscal year 2018 as the programs will not have yet been fully implemented.  (Andrew Busz, andrewb@wsha.org).
