OIC to Withdraw “Goldcarding” Rulemaking

The Office of the Insurance Commissioner (OIC) notified WSHA that it will withdraw its rulemaking regarding alternative authorization processes, sometimes known as “goldcarding.” WSHA, the Washington State Medical Association, and health insurers requested the OIC withdraw the rulemaking out of concern the regulations could hinder adoption of alternative authorization arrangements. WSHA strongly supports alternate processes, as they have the potential to reduce cost and administrative burden for insurers and providers, and avoid delays in patient care that often occur under standard prior authorization processes. OIC will continue to monitor the development of such arrangements and may resume rulemaking at a future date if it is determined necessary. (Andrew Busz, andrewb@wsha.org)
